Study References: Matthew 5:17, Jeremiah 31:31-34,

A covenant is a binding agreement between two or more persons or between man and God according to the scriptures. For a covenant between man and God to be established, a mediator is required. Moses was the mediator of the old covenant, when he went up into the mountains to receive the commandments and to receive the law that ruled the Israelite.

In fact, according to the law of Moses, nearly everything was purified with blood. For without the shedding of blood, there is no forgiveness, (Hebrews 9:22). Therefore the blood of bulls and goats where used to cleanse sin by sprinkling it over everything that was used for worship, the tabernacle including all the people.

It was also required that once every year this cleansing be carried out by the high priest for his sin first and for the sin that all Israelite has committed in ignorance, since no one was perfect before God. (Hebrews 9:7).

But the new covenant is different, Jesus is the mediator of the new covenant, (Hebrews 8:6). In the new covenant Jesus is the ultimate sacrifice, since blood is required to establish a covenant for forgiveness of sins. And this sacrifice is once and for all, and based on better promises.

That is why the bible says in Jeremiah 31:31-34(NIV);

“The days are coming,” declares the Lord,
“when I will make a new covenant
with the people of Israel
and with the people of Judah.
It will not be like the covenant
    I made with their ancestors
when I took them by the hand
to lead them out of Egypt,
because they broke my covenant,
though I was a husband to them,”
declares the Lord.
“This is the covenant I will make with the people of Israel
after that time,” declares the Lord.
“I will put my law in their minds
and write it on their hearts.
I will be their God,
and they will be my people.
No longer will they teach their neighbor,
or say to one another, ‘Know the Lord,’
because they will all know me,
from the least of them to the greatest,”
declares the Lord.
“For I will forgive their wickedness
and will remember their sins no more.”

For if there had been nothing wrong with that first covenant, no place would have been sought for another, but God found fault with the people.

Therefore, we belong to the new covenant, a superior ministry of Jesus and based on better promises, filled with grace and truth. John 1:17 says; "For the law was given through Moses; grace and truth came through Jesus Christ."
